It is always possible to start with the largest closed structure that can be made with the (limited) resources. One then starts to guide the development of an ecosystem without the need for permanent occupation of the construction, but with flora and fauna above and below the seelevel. The new islands are brought by preference in trusteeship of the United Nations.
